“Work expands so as to fill the time available for its completion.” It is one of the most quoted sentences in management, and most people treat it as a witty exaggeration. It is not. C. Northcote Parkinson hung his joke on real numbers, and the numbers are the part that should unsettle you.
Where did Parkinson’s Law come from?
Parkinson was a naval historian. Between 1914 and 1928 the British navy shrank: warships in commission fell by roughly two-thirds and sailors by about a third. There was plainly less navy to run. Yet the number of officials administering it from shore did not fall. It grew, by about seventy-eight percent.1 He called the result “a magnificent Navy on land.” He found the same at the Colonial Office, which reached its largest size at almost the exact moment there was least empire left to manage.2
Less work to do, more people doing it. The workload did not determine the amount of work.
Why does work expand?
Parkinson gave two organisational reasons: officials want to multiply subordinates rather than rivals, and officials make work for one another, since every new person generates memos and meetings for everyone else.3 But the version that eats your week is more intimate. A task you could finish in forty minutes takes the whole afternoon, simply because you gave it the whole afternoon.
This is one of the most reliable findings in productivity research, and you have proven it to yourself a hundred times: the report gets done the night before it is due, whether you had a week or a month.4
Why is it so hard to catch?
Because the expansion never announces itself. The work does not feel padded while you do it. Every extra pass over the document feels like diligence. Every additional check feels responsible. Every new subtask feels like something that genuinely needed doing. Parkinson’s Law does not feel like wasting time. It feels like working.
What does this mean for AI?
The machine hands you back forty minutes. Nothing in your day tells those minutes to become rest. There is no signal that the task is finished and no force pulling it to a stop, so the work simply expands to reabsorb the time. The saved minutes had nowhere to go, so they went back where they came from. This is why faster tools so rarely produce a shorter day.
How do you beat it?
Not with effort. With a wall. A hard limit on time or output forces the work to fit, and the saving survives only because something stopped it leaking back. Set the deadline tight and the work comes in tight. Decide before you start what “done” looks like, ship at that line, and refuse the extra polish that exists only to consume the time. Parkinson’s Law is gravity. You do not argue with gravity. You build a floor.
